A rewarding opportunity exists for a proactive, energetic, collaborative individual to serve as Executive Director of Human Resources at the Indiana University - Purdue University Indianapolis. The successful candidate will bring their passion, strategic leadership and employee relation skills to lead a team of HR Partners and other critical functional staff members supporting the IUPUI campus activities and initiatives. The ideal candidate should demonstrate commitment to developing and supporting ongoing relationships both within their department, across campus and system-wide.

This position reports to the Vice Chancellor for Finance and Administration.

Required Education & Experience

•    Bachelor’s degree required
•    Advanced degree in Human Resources Management or other related fields preferred
•    SPHR or PHR certifications desirable.

Minimum Experience:
•    Ten years of HR experience, with significant emphasis on employee relations
•    Higher education background ideally in a multi-campus or system environment
•    Previous experience operating in a Strategic HR Business Partner model preferred
•    Demonstrated leadership experience evidenced by successful teambuilding and project management
•    Experience with the development and implementation of strategic planning
•    Five years of previous supervisory experience
•    Knowledge of human resources regulatory and legal practices
•    Demonstrated abilities in talent management, organizational development and training
•    Ability to develop excellent working relationships with individuals at every level of an organization
•    Excellent verbal and written communication skills
•    Strong commitment to customer service

Key Responsibilities

A.    Primary Role:

This position is responsible for the leadership and management of the campus central human resource staff as they support the human resource needs of the campus community. It is the liaison to University Human Resources with the responsibility of engaging in two-way communication in order to ensure that campus needs are expressed and that IU HR policies and practices are consistently implemented across Indiana University. This position will also serve as the campus subject matter expert for staff employee relations matters.

B. Primary Duties and Responsibilities:

Strategic HR Leadership

Partner with the Vice Chancellor and other senior leaders to identify ways the Campus Human Resource Department, with support as necessary from University Human Resources, can proactively assist the campus in accomplishing the goals outlined in the most current campus strategic plan and within the given scope of the position’s authority implement related activities.

Be visible and engaged in the campus and university community. Serve on various campus and university committees. Establish and maintain strong relationship with campus Staff and Faculty Council leadership, Deans, Vice Chancellors, Other Campus Administrators, members of the University Human Resource Department, and Legal Counsel.

Establish and maintain a strong relationship with University Human Resources to facilitate two-way communication on HR policy, program, and project development. The Chief Human Resource Officer resides at the University level and it is critical to have a solid, collaborative working relationship with that University Official and the UHR team. Such relationships will result in the needs of the IUPUI campus being reflected in the development of policies and strategic directions, consistency in the HR function across the university, and ensure a pipeline of communication for critical information to the campus HR staff.

Through role modeling, regular written and verbal communication, one on one staff meetings, as well as team meetings, foster a culture of service with distinction and ensure service, integrity, professionalism and innovation are core principles of the unit to bring value to the campus community.

Provide a comprehensive recruitment plan working with Office of Equal Opportunity and community resources to ensure a diverse, qualified workforce. Provide assessment of recruitment efforts through reports and analyses to assist the campus units with meeting diversity goals.

Ensure that a culture of clear performance expectations and regular performance feedback exists throughout the IUPUI campus. Foster an environment that encourages personal and professional development.

Management of Campus HR Department

Provide direct oversight or guidance to all campus HR staff to ensure quality, consistent and timely delivery of the campus human resource functions of employee recruitment, retention, separation, organizational development & training, compensation administration, work life balance, and employee relations. Demonstrate in-depth knowledge to isolate issues, concerns, growth opportunities and to guide short and long term planning. Ensure that benefits information is disseminated accurately and timely and that appropriate referrals are made to University Human Resources.

Provide direction to the HR Partner positions with campus HR in their work with their respective units such that they understand the need to be, relevant, proactive, strategic thinking business partners for their units. Ensure delivery of proper ongoing training of these staff members in order to provide distinctive and consistent service levels. Facilitate communication with and among HR Partners to promote best practices in human resources across campus units.

Motivate staff through clear articulation of performance expectations, a clear vision of success, and available rewards and recognition.

Provide strategic direction and oversight to the Organizational Development and Training unit of IUPUI Human Resources. Based on the defined needs of the campus, develop and implement robust OD tools and training programs to assist the IUPUI campus in meeting the goal of becoming a Workplace of Choice. Facilitate a strong collaborative partnership between the campus OD function and the university OD function.

Understand and manage the campus human resource budget to ensure proper resource allocation and financial stability.

Perform other duties as assigned.

Employee Relations

Serve as subject matter expert for staff employee relation issues for the IUPUI campus. Provide guidance and support to the Employee Relations staff and HR Partners for the IUPUI campus. Serve as decision maker for employee relation issues such as suspensions, terminations, etc. Represent the campus in negotiation and discussions between union and management officials.
